Yemeni sources say new gov't formation stalled

Riyadh (Debriefer) - Formation of the Yemeni new coalition government has been stalled, a government official said Thursday, two months after Saudi Arabia declared a mechanism to form this new government in one month.
"The government formation is stalled, and won't take place before the application of the Riyadh Agreement's military and security section," the official told Al-Jazeera TV.
The Southern Transitional Council (STC) has implemented no term of the pact's military and security section, he added.
Last Friday, the STC said its presented all the plans needed to apply the Riyadh deal accelerating mechanism, together with plans for disengaging and redeploying its troops in Abyan and Aden.
The Emirati-backed STC accused the government of hindering the formation of the new government and application of the declared acceleration mechanism "in the course of a collective punishment policy against the south governorates."
On 29 July, Riyadh declared a mechanism to accelerate the application of the stalled Saudi-sponsored power-sharing deal between the Yemeni official government and the STC.
The new mechanism provided for a ceasefire and de-escalation between the two parties, whose troops would leave Aden and Abyan and redeploy in their previous sites.
